HELM has provided professional Audit services to the Public Sector from the Company's inception 15 years ago. The Audit team comprises over 30 professionals, the majority of whom are qualified accountants and 12 of the team are full or affiliated members of the Institute of Internal Audit. In recognition of the multi-disciplinary demands on audit our expertise includes specialist auditors in the areas of VFM, EC and Lottery grants, Procurement, forensic accounting, risk management, corporate governance, project management, IT and HR. All HELM Auditors are familiar with the standards of GIAM and IIA and those of their respective professional Institutes.
HELM provide internal and external audit services to Government Departments, Government Agencies, NDPBs and Semi-State Bodies, as well as to Local Authorities, Educational Institutions and Housing Associations throughout the UK and Ireland. We also provide audit and other services to international financial institutions such as the European Commission, United Nations and the World Bank.
HELM internal audit services are comprehensive and include review of and set up of the internal audit function, production of risk based strategic and operational audit plans, provision of professional and quality assured regularity and VFM audits, reporting to management and presentation of reports to Audit Committees, follow up audits, performance validations, audit training and forensic investigations.
HELM has carried out a number of risk management assignments ranging from the facilitation of business risk workshops and establishment of corporate and divisional risk registers to the development of risk management policy and the roll-out and embedding of risk management throughout Central Government Departments.
As well as regularity and VFM audit provision, HELM have expertise in undertaking reviews of the Internal Audit functions within Government organisations. HELM provides external quality reviews of internal audit on behalf of Government Bodies. The objective is to determine whether the relevant body's internal audit services are being delivered in line with the requirements of GIAS.
HELM have experience of providing grant audit and certifications on behalf of the New Opportunities Fund, and for Government Departments in relation to EC funding. In the latter case our staff have undertaken major article 4 and 10 audits for a range of UK Government Departments. Similar compliance audits have been undertaken for the EC directly in the area of Humanitarian Aid projects.
